• Conducted an organizational analysis, staffing plan and multiple recruitments for an IT Department for a San Francisco Bay Area city

• Conducted executive searches for a wide array of positions including Deputy Public Works Director/City Engineer, Director of Park Operations, IT Systems Analyst and Technicians, Chief Building Official and Fire Chief, to name a few

• Prepared a cost-benefit analysis of providing outsourced or in-house information management services for a Bay Area agency

• Conducted a comprehensive audit of a human resource department for a mid-size Southern California city

• Provided small group facilitation services for a California county's human resources department staff

• Developed and implemented a comprehensive "Preventing Sexual Harassment" training program for a small San Francisco Bay Area city

• Conducting a staffing and resource utilization audit of a municipality's Senior Citizens Center

• Revised and validated the certification examination used by the International Public Management Association for Human Resources (IPMA-HR).  This is a written, on-line multiple choice type examination required to obtain professional HR certification.  Prepared a test study guide

• Conducted classification and compensation studies for numerous Bay Area agencies

• Successsfully conducted a facilitation between management and organized labor regarding an agency's compensation, benefit and pension program

• Testified as an expert witness in cases pertaining to wrongful termination, illegal harassment, race, disability and age discrimination

• Steven A. Harman's expert witness testimony on behalf of a firefighter who sued for wrongful termination was instrumental in a jury verdict for the plaintiff for more than $680,000

• Steve Harman served as Interim Human Resources Manager for five months for a City in the East Bay area of San Francisco

• Conducted a management review of a drug-treatment center in Central California

• Conducted management audits of two Police Agencies in Arizona
