Elizabeth Rammer, Senior Executive Associate - Elizabeth is responsible for the day-to-day operation of the firm. She is responsible for quality control, scheduling, report preparation and client relations. Robert F. Caughell - Rob brings a wealth of public agency experience to Steven A. Harman Associates, LLC. He recently retired from the City of San Leandro as a Senior Human Resource Analyst where he headed the HR Department's recruitment and organizational development division. He worked for San Leandro in various management positions for over 32 years. He has in-depth knowledge and experience in local government organizational structures for recruitment, financial management, labor relations, classification and compensation and training and development. Prior to joining the San Leandro Human Resource Department, Rob worked in five City departments - Human Services, Recreation, Community Development, the City Manager's Office, and Engineering and Transportation. His varied municipal management experience formed the basis of his customer-focused approach in delivering human resource services to the organization. During his career, Rob was responsible for leading numerous high-profile projects including the development and implementation of a fully automated on-line employment system, streamlining the recruitment and hiring program to make it responsive to customer needs and developing various training initiatives including leadership development, mentoring and coaching for success, municipal budgeting, accident and injury prevention and career development for employees. Rob has a distinguished track record of community involvement and regularly makes presentations to civic groups, schools, and professional organizations.
Rob earned a B.A. in Public Administration at California State University - Chico and an M.P.A. from California State University - East Bay. Doug Darling - Doug has more than 25 years of human resource management experience in city, county, courts, schools and special Districts. His experience includes the management of professional and support staff engaged in classification and compensation, recruitment, testing and selection and employee training and development. As a senior level human resources executive, Doug was responsible for performing, supervising and leading the work of others in the negotiation and implementation of complex memoranda of understanding, grievance handling and resolution; he is widely recognized for his expertise in conducting classification and compensation studies and analysis, organizational analysis, selection system development and analysis and employee training. Prior to joining the firm, Doug had significant consulting experience with a national consulting firm where he conducted human resource system audits, classification and compensation studies and organizational development projects.
Doug has a bachelor's degree in Political Science and a Masters of Arts degree in Public Administration.

Scott Harman - Later In 2012 Steven A. Harman Associates will be welcoming Scott Harman to the firm. Scott will be heading up the firm's not for profit practice area. Scott is an Phi Beta Kappa graduate of Gutavus Adolphus College (Minnesota) and Bethel College. Scott has substantial experience in not-for profit organizations including strategic planning, fundraising and community organization.
