Steven A. Harman has extensive public agency human resource management experience.  He served as a Director of Human Resources for several public agencies in California and has significant leadership and management experience in all areas of human resource management.  He holds a certification in public human resources management from the International Public Management Association for Human Resources (IPMA-HR).  He also has an M.P.A. and has extensive university teaching experience.  He is the recipient of numerous awards and recognition for his expertise in public-sector human resources management.  In 2010 he was honored to receive the Muriel M. Morse Achievement Awards from the International Public Management Association for Human Resources.
